Chief Executive Officer

Richard Law-Deeks is Chief Executive Officer and Executive Director of LGPS Central Limited, one of the UK’s leading LGPS asset pooling companies, overseeing more than £100bn of assets on behalf of local government pension funds. He joined LGPS Central in June 2024 and leads the organisation through a period of significant change, including the LGPS pooling reform known as Fit for the Future and the onboarding of multiple new partner funds.

Richard has more than 20 years’ experience across pensions, asset management and financial services, and began his career in local government, giving him a deep understanding of the LGPS from both a fund and investment perspective. He was previously Chief Executive of the Royal Mail Pension Plan, one of the UK’s largest private sector pension schemes, and is a strong advocate for long-term, responsible investment and for pooling that delivers genuine value for funds, employers and members.

Trevor Castledine

Chief Client & Advisory Officer

Trevor Castledine joined LGPS Central as Chief Commercial Officer in 2024, bringing with him extensive LGPS experience as well as expertise in private markets and the broader investment management industry. A Chartered Accountant and former Investment Banker, Trevor was already a member of the LGPS community having worked as Investment Director for Private Credit at LGPS pooling entity LPPI and Deputy CIO at Lancashire County Pension Fund (LCPF). He also worked as an investment consultant to a number of LGPS funds and pools and served as an Independent Adviser to the South Yorkshire Pensions Authority. Always an innovator, Trevor played a pivotal role in creating a pioneering £1.5 billion allocation to alternative credit at LCPF, earning numerous industry accolades, including the Institutional Investor European peer-to-peer award for ‘Best Use of Private Markets’. Alongside his role at LGPS Central, Trevor acts as an NED on the board of a regional direct lending fund manager based in the Northeast of England.

Anouska Ramsay

Chief People & Transformation Officer

As Chief People & Transformation Officer at LGPS Central, Anouska Ramsay is responsible for designing and implementing strategies that enhance culture and attract, develop, and retain top talent. With a background in business psychology, Anouska has extensive experience in both consultancy and large organisations, where she has focused on creating programs that deliver business value through people, culture, and talent agendas. Her work spans initiatives from apprenticeships to executive leadership development, culture and digital skills transformation, and inclusive cultures to employer branding. Before joining LGPS Central, Anouska served as HR Director for Culture & Capability at Santander, where she led numerous progressive people initiatives and was an active member of the Gender Equality Leadership team at Business in the Community. She also held the position of Vice President of Talent at Capgemini and began her career in human resources at Capital One Bank.

Joanne Segars OBE

Chair and Non Executive Director, Chair of the Nominations Committee

Joanne has over 30 years in the pensions and investment sector and is an experienced chair and non-executive director. She was appointed as the first Chair of LGPS Central Limited in May 2017. She became the chair of NOW: Pensions in 2019, having been appointed to its Board in 2017. Joanne is also the Chair of the Independent Governance Committee at Legal and General and is a member of the Pension Fund Governing Board at CERN. She has been chair of the Joint Expert Panel on the USS and a pensions expert to the review of TfL’s pension arrangements. She was the Chief Executive of the Pensions and Lifetime Savings Association (PLSA) until June 2017 having been its first Policy Director. She joined the organisation from the Association of British Insurers where she was Head of Pensions and Savings and held the pensions brief at the Trades Union Congress for 13 years, having started her career as a pensions researcher and journalist at Incomes Data Services. She was Chair of the Environment Agency Pension Fund (EAPF) from 2017-2019. Joanne was a Board member of Pensions Europe, the EU trade association for pensions, from 2010 – 2017 and its Chair from 2012 – 2015. She was a founding governor of the Pensions Policy Institute. Joanne has a degree in economics from John Moores University and an MA in Industrial Relations from the University of Warwick. She was awarded an OBE for services to pensions in the 2003 Queen’s Birthday Honours.

Susan Martin

Non Executive Director, Chair of the People, Culture & Remuneration Committee

Susan is on the Board of Town and Country Housing where she chairs its Customer Services Committee and an executive coach. She is the former CEO of fellow UK local authority pensions pool, Local Pensions Partnership Ltd. Prior to this, she held multiple senior roles at the London Pension Fund Authority, including more than two years as CEO. She has also held director roles at Greenstone Consulting, Queen Victoria Hospital NHS Foundation Trust and Cancer Research UK. She has experience in strategic partnership working, start-ups, acquisitions, mergers, business change and organisational development in several industries. Additionally, she was Pensions Lead and Board Member at the Public Services People Managers Association for three years and a member of the defined benefit council and LGPS committee at the Pensions and Lifetime Savings Association.

John Burns

Executive Director, Deputy Chief Executive Officer

John joined the Board of LGPS Central Limited in September 2017 where he is responsible for the oversight of the infrastructure functions and for the financial management of the Company. John was previously Group Chief Operating Officer with Baring Asset Management, a London based global asset manager. He has extensive international COO experience in developed, emerging and frontier markets across both institutional and wholesale sectors. Prior to this John had various COO, finance and risk management positions with Schroders, Fidelity and Visor Capital in London and in Asia. His previous experience as an Executive Management Committee member encompasses leadership, strategic business development and oversight of many aspects of asset management, together with practical knowledge of global regulatory and governance regimes.

Ian Armfield

Non Executive Director, Chair of Audit, Risk and Compliance Committee (ARCC)

More than 40 years’ experience specialising in investment, risk management and pensions.

Spent most of working life as an audit and risk assurance partner at PWC.

Non-exec director and Chair of Audit Committee at Keystone Investment Trust PLC since November 2012. Previous board director at NEST.

Ciarán Barr

Non Executive Director, Workforce NED

30 years in financial services from economic strategy to pension funds and asset management.

Last role at Railpen, improving member outcomes and reducing value leakage, with a focus on pooling.

As a Board member at LGPS Central, looking to work with shareholders to deliver positive returns and good value for money.

Belinda Moore

Non Executive Director

Belinda is an experienced non-executive director with a background in FMCG, consumer service and healthcare across FTSE 100 and multi-site plc backed businesses. With over 30 years’ experience in the UK and overseas, her expertise encompasses development and execution of successful digital engagement strategies to drive growth and profitability. Adept at managing complex relationships and effectively engaging key internal and external stakeholders. Belinda has had notable success in improving the customer experience using data, technology, and customer insights to drive change programmes across marketing, commercial and operational teams. Her strategic, commercial, and digital acumen is complemented by a solid understanding of talent, diversity, financial oversight, and risk management within regulated environments. Belinda also holds non-executive roles at Benenden Healthcare, Tipton & Coseley Building Society and University of Essex Campus Services.

Nemone Wynn-Evans

Chair and Non Executive Director

Nemone joined LGPS Central Limited in June 2025, bringing extensive leadership experience across the financial services and energy sectors. She is strongly committed to sustainability and responsible investment and has served as Chair and non-executive director on the boards of several regulated and listed organisations. She is currently Chair of Hinckley & Rugby Building Society and a director of Redmayne Bentley LLP and Gresham House Income & Growth VCT plc. Her previous roles include Chair of Shepherds Friendly Society and executive positions in corporate finance, investor relations, and governance. Based within the central region, Nemone has a genuine local connection. She is a Fellow of the Chartered Institute for Securities and Investment and holds an MBA from Cranfield School of Management.

Gordon Ross

Chief Investment Officer

Gordon is the Chief Investment Officer (CIO) at LGPS Central Limited, and he has responsibility for the investments managed on behalf of our Partner Funds. He manages the Investment Team, is Chair of the Investment Committee, and is a member of the Executive Committee, reporting into the LGPS Central Board on investment matters. His objectives are to deliver superior risk adjusted returns, after costs, to Partner Funds delivered through pooled investments and to beat the cost savings targets set out at the inception of LGPS Central whilst fully integrating RI and engagement into the investment process.

Struan Fairbairn

Chief Legal, Compliance, Risk Officer

Struan is the Chief Legal, Compliance and Risk Officer at LGPS Central, with responsibility for oversight of those functions. He has extensive experience in growing and managing regulated investment management businesses within the pensions sector, as well as in the private markets. Struan is currently the Chair of the Institute of Risk Management’s Scottish regional group and a member of the APL’s Investment-Sub Committee. He joined LGPS Central having spent 10 years with the Lothian Pension Fund developing its business and investment platform. Prior to that Struan spent 10 years in legal private practice as a corporate and financial services lawyer, latterly specialising in investment funds.

Jayne Atkinson

Chief Investment Officer

Jayne Atkinson is Chief Investment Officer at LGPS Central Limited. She is responsible for the investment management of assets across all major asset classes on behalf of Partner Funds. Jayne works closely with the Investment team and the wider Executive to deliver strong long-term returns and enhance value for Partner Funds. She plays a central role in shaping the pool’s investment strategy, with particular focus on internally managed passive and multi-factor strategies, as well as the development of LGPS Central’s private markets programme.

Jayne has more than 20 years’ experience in the pensions and investment industry. Before joining LGPS Central, she held several senior roles at Unilever, including Chief Investment Officer of the Unilever UK Pension Fund and Board member of the organisation’s Cross-border pooled funds, based in Luxembourg. During her time at Unilever, she also worked closely with international pension funds in the US, Canada, Germany, Switzerland, South Africa and Brazil.

A qualified Actuary, Jayne holds a number of non-executive and advisory appointments, including Independent Investment Committee member for the Medical Research Council Pension Fund and Chair of the Advisory Committee for the European Pension Fund Investment Forum. She previously served for six years as an Independent Expert on the Investment Committee of the CERN Pension Fund in Geneva and was a member of the International Advisory Committee of the EDHEC Risk Institute in France.

David Kane

Chief Finance Officer

David has worked for LGPS Central Limited since its launch in 2018, stepping up to the role of Interim Chief Finance Officer in April 2025. In this role, he is responsible for developing the Company’s financial strategy and for overseeing the work of the Finance team. David is a Chartered Public Finance Accountant with over 20 years’ experience in investments, pensions and local government. Before joining the Company, he was Head of Finance at West Midlands Pension Fund for four years, where he played a key role in the set-up of LGPS Central Limited. Prior to that, David worked in a number of different roles within the Strategic Finance team at Wolverhampton City Council, where he began his career. David’s experience in finance roles spans medium-term financial planning, financial accounting, statutory and regulatory reporting, capital and treasury management, taxation, procurement, regulatory capital and cost transparency.

Nicola Dymond

Chief Operations & Technology Officer

Nicola Dymond is Chief Operations & Technology Officer at LGPS Central, with responsibility for the organisation’s technology, data and operational functions as it continues to grow and mature as a leading LGPS UK pool. Nicola joined LGPS Central in January 2026, bringing more than 20 years’ experience across asset owner and investment management organisations. She was most recently Chief Operating Officer at the Church Commissioners for England and has previously held senior roles at Railpen and large-scale investment managers such as E&Y. Her background spans technology, investment operations, large-scale transformation and executive leadership within complex, regulated investment environments. As Chief Operations & Technology Officer, Nicola plays a central role in strengthening LGPS Central’s operational resilience, advancing its technology and data strategy, and ensuring a scalable, future-ready operating platform that supports strong investment outcomes and high-quality services for Partner Funds.
